Committee structure for the Village of Amesville 2023.
Committee Chair Purpose: To lead the committee through the business of planning, implementing, and evaluating each committee’s work Success Criteria: 1) The Committee builds a sense of teamwork. 2) The committee completes tasks assigned to the group. 3) Club completes community service project as developed by the committee. 4) The committee presents a preliminary and final report to the council.
Responsibilities:
Finance Committee: Comprised of three members and the Fiscal Manager (non-voting). The Mayor will attend the committee meetings. The committee shall: 1. Recommend to Council policies (in accordance with Ohio's revised code) and fiscal planning measures that ensure the financial health and stability of the Village. 2. Maintain oversight over all income, expenditures, funds, and investments of the Village and its units. 3. Review the annual budget prepared by the Mayor and Fiscal Manager for presentation to the Council and its recommendations. 4. Review the external auditor's report and make appropriate recommendations to the Council.

Safety Committee: The committee shall comprise three members responsible for reviewing policies, procedures, and operations of the Village Police, Fire, Streets, Sidewalks, and Storm sewer units. The committee shall: 1. Recommend to Council policies (in accordance with Ohio's revised code) and planning measures that ensure the proper operation of the units described above. 2. Maintain oversight over all income and expenditures of the Safety Committee units. David Arrington, Alan Trout
Parks Committee: To advise the Council on all park, recreation, and environmental issues, including but not limited to tree protection, open space conservation, biodiversity, watershed functioning, energy use and conservation, and recycling. Duties and Responsibilities of the Committee: The Committee shall advise and assist the Council in developing and implementing policies to protect and preserve Gifford Park. In furtherance of these duties, the Committee shall attempt to accomplish the following: 1) Assist the Council in developing policies and programming that address the community's concerns. 2) Assist the Council in technical and policy direction and setting park project priorities. 3) Keep abreast of other communities' activities to promote green space, recreational activities, and environmental protection and preservation. 4) Prepare an annual report to the Council on the activities of the Committee and provide additional briefings as needed.

Board of Public Affairs (definition as provided by Ohio Revised Code) 2012
Powers and Duties - The board of trustees of public affairs has the powers and duties relating to village utility services as does the village administrator, as discussed above. In addition, it may set rates for village utilities, except the sewage system, for which the village council establishes rates. The board of trustees of public affairs otherwise manages the village’s sewer system. As a general rule, the village council makes major policy decisions regarding village utilities and must authorize large expenditures, while the board manages the operation of the utilities. (Ohio Revised Code Sections 735.29 and 729.49 to 729.52)

- Calls meeting to order.
- Prepares agenda for meeting.
- Delegates responsibilities to committee members.
- Uses the planning checklist to guide the work of the committee.
- Involves all members in the decision-making.
- Reports work of the committee to the Village Council and Mayor.
- Keeps a written file of the work of the committee
