Subject: Your Project OH-19122 has been approved
Congratulations on receiving a grant from the Appalachian Regional Commission (ARC). We expect this to mark the start of an exciting journey that will build community capacity and strengthen economic growth in Appalachia.
There are a few things you should know about your grant. First, even though ARC has approved your grant application, from this point forward ARC will not administer the grant. All administrative functions will instead be handled by another agency, which we call a "Basic Agency."
The Basic Agency will be responsible for all post-award requirements, including, among other things, financial and program management, property standards, project amendment requests, monitoring and reporting, and closeout. Under an agreement between the Basic Agency and ARC, the Basic Agency will handle virtually the entire grants administration process, from reimbursing you for your allowable and reasonable expenses, to ensuring that your audit plan is in place (if an audit of your organization is required by regulations). In general, the Basic Agency will oversee your grant as if it were one of its own.
Second, Federal regulations at 2 C.F.R. Part 200 apply to your grant, as they do to all federal grants. However, there also might be agency-specific regulations or policies that you must follow. Please consult the grant agreement and contact the Basic Agency program manager with any questions about these requirements.
In general, the Basic Agency is authorized to make decisions relating to your grant, but there are a few exceptions. Transfers between approved line items in excess of 10% of the grant award, activities that differ from the approved project, and changes of scope must be approved by ARC. In addition, ARC must approve of any disposition of property or equipment. If you are considering any of these changes, you should first contact your basic agency representative. The basic agency representative must review the request and provide their approval before sending it to ARC for consideration.
